I think you forget about the public defender offices through out the country. Being a lowly assistant public defender in Wheeling, WV, our office handles most indigent clients in the County. We are able to handle a case at a significant lower price than the local bar members. However, I think you are right in the sense that private counsel get much better deals than PD's. This last point is solely my opinion. Being out spoken and voicing my opinion apparently brings out the worst in folks. So much for the 1st Ad. Also, you should also realize that if one dares excercise his rights, he faces the possible vengence of the State or the hidden prosecutors in the system. Some folks call these "hidden prosecutors" judges.
